On Sept 15, 2026, notified Congress of a $2.8 billion sale to Israel that includes 40,000 one-ton bombs. It follows earlier moves: in January 2025 the administration released 2,000-pound bombs Biden had held back, in February 2025 it declared an emergency to skip Congress's review of a sale of 35,500 more, and in March 2026 it used the emergency shortcut again. The Biden administration also approved sales of these bombs but paused one shipment in 2024 over concerns about civilians.
How to roll it backSend future sales of the heaviest bombs through Congress's full review, and limit the emergency shortcut in the Arms Export Control Act so it requires a real, stated emergency.
